The Presence of Azerbaijani Strongholds Near Some Settlements of Martuni Creates Serious Problems

The Human Rights Defender of Artsakh, Gegham Stepanyan, has met with the leaders and residents of the communities of Berdashen, Ashan, Nor Shen, Hatsi, Avdough, and Myurishen in the Martuni region to discuss the situation regarding the protection of various rights of the population, possibilities for the realization of those rights, and the existing problems. This was reported on Stepanyan's Facebook page.

He specifically noted: “As a result of Azerbaijani-Turkish aggression, the aforementioned communities of the Martuni region—particularly Nor Shen, Hatsi, Avdough, and Myurishen—have come under the direct targeting of Azerbaijani armed forces, and the presence of Azerbaijani armed forces near these communities poses a threat to the physical and mental safety of the residents of these communities, especially considering Azerbaijan's pattern of deliberately targeting civilian settlements during the 44-day war. Therefore, it is necessary to take actions to improve the safety situation of the civilian population, particularly by relocating Azerbaijani military strongholds away from peaceful settlements.”

The presence of Azerbaijani strongholds near the communities also poses serious issues for the realization of farmers’ employment and dignified work rights. These challenges are manifested in various forms; on one hand, farmers refrain from cultivating their lands due to security concerns, and on the other hand, they incur losses while engaging in livestock farming when large cattle wander into areas controlled by Azerbaijan. Such incidents have been reported in almost all communities.

State and local self-government bodies should make every effort to improve the quality of life and necessary living conditions for the community population, with particular attention to the acute water supply issues faced by the communities of Nor Shen, Avdough, and Myurishen. These communities are almost completely deprived of water.

The issues gathered during the meetings will be presented to the state authorities by the defender, who will seek clear and practical steps to address them.
