75% of Personnel Were Civilians Two Months Ago: Ghahramanyan on the Patrol Service

In reality, this is not a reformed but a newly created system in accordance with regulations, where 75% of the personnel were civilians two months ago, and only 25% come from the general police system, with a small portion from the traffic police.

This was stated in an interview with NEWS.am by Sergey Ghahramanyan, a member of the Public Council under the RA Police and co-founder of the NGO 'Driver's Friend', referring to the recently launched patrol service.

The new system represents a combination of police officers and traffic police from a functional perspective, and new functions have been added, requiring a more responsible approach to issues. Nevertheless, the implementation depends on the individual who lives in our reality, and depending on how the person behaves, the system will reflect that. I am hopeful that it will be good, however, considering professional capacities across all state sectors, my expectations are not high, but there are positive expectations,” he said.

According to Ghahramanyan, this is a necessary innovation because there were many separations functionally, and the patrol service unifies all of this.

“This is a necessary innovation because functionally there were many separations, and in some cases, a certain type of police officer could not conduct or prevent administrative action on another type of crime, or for various reasons, they might ignore them. In this situation, everything is combined and their duties are significantly expanded. Such an opportunity will not be available in the next 30 years; this is a new system, and employees must strive to perform at their best,” he added.
