Filing a complaint to the Constitutional Court is time-selling for the opposition, as the realities have changed. This was stated by former Deputy Police Chief Hovhannes Kocharyan on his Facebook page.

He specifically noted: “The possible refusal to take mandates is an act of desperation, after which, remaining unbeaten, you officially record your political defeat and disappear from the political system without return. The political struggle for the opposition is not chess, but a wrestling match, in which you are fighting against a heavyweight with a lightweight, and you can always inflict disproportionate damage, sometimes even win, wearing down, exhausting your political opponent and enjoying the process.”

“There is a place for wrestling—the platform is Parliament, and our society will watch and judge in the autumn. The claim that if you do not have enough votes to adopt laws, then you are weak, is a manifestation of political ignorance. Parliaments have ceased to be legislative bodies; in this regard, they have long given up their positions to governments, experts in constitutional law will understand what I mean. The Parliament is a platform for monitoring, catching the mistakes of the government, and organizing special operations against it. They are trying to get out as best they can.”

“If all the MPs of the government hold hands and start walking on the waters of Lake Sevan this time, they can be blamed for not knowing how to swim. A united opposition that effectively exercises constitutional powers is a thorn in the side of the government—and we have never had such a united opposition. The law is always on the side of the opposition, in contrast to the government, which always disregards the law. How can one claim to be a good government if one has not been a very good opposition?”
