Court Accepts Lawsuit of Serzh Sargsyan's Brother Against the High-Ranking Officials Ethics Commission

The Administrative Court of Armenia, chaired by Judge Ani Harutyunyan, has accepted the lawsuit filed by Lyova Sargsyan, the brother of Armenia's third president Serzh Sargsyan and former ambassador, against the High-Ranking Officials Ethics Commission. This information was reported by NEWS.am based on data from the Judicial Information System.

Lyova Sargsyan filed a lawsuit in May 2019 challenging the commission's decision No. VIV/04/2019. According to this decision, Sargsyan failed to submit the declaration of property, income, and affiliated persons required by the Law on Public Service within the stipulated deadlines as of the date his official duties were terminated in 2018.

Following the apparent violation, the Commission created a record, and Lyova Sargsyan was notified about the date and time of the case's examination but did not appear before the Commission. As a result, the review of the case proceeded without him.

The High-Ranking Officials Ethics Commission decided to impose an administrative penalty of a "warning" against Sargsyan. The court, upon reviewing the materials of the administrative proceedings, noted that during the administrative procedure leading to the disputed decision, Sargsyan's right to be heard had not been properly exercised.
