Masis Mayilyan's Brother Appointed Deputy Director of Artsakh's NSS; Araik Harutyunyan Inflates State Apparatus
Araik Harutyunyan, the President of Artsakh, is inflating the state apparatus by creating new positions—sometimes illegally—and placing representatives from various circles, whom he perceives as potential threats or opposition, into these roles.
Recently, we reported that Anush Dolukhanyan, spokesperson for Samvel Babayan, has been appointed as Artsakh's Deputy Foreign Minister, despite lacking experience in the field. This appointment has not yet been officially announced, but Dolukhanyan confirmed it during a conversation with us.
Yesterday, we learned about another appointment, for which the official decree is still pending. It concerns Lyova Mayilyan, brother of former Foreign Minister Masis Mayilyan, who is set to be appointed as Deputy Director of the National Security Service. At least in this case, he has prior experience in the system, having held the same position in the 2000s.
While there is a frenzy over job placements, the future of Artsakh becomes increasingly uncertain. Not only ordinary residents of Artsakh are contemplating emigration, but also several high-ranking officials are beginning to consider leaving. There are rumors that Grigor Martirosyan, Artsakh's state minister, may initially take a vacation and later depart not only from his position but also from Artsakh itself.
