Muradov Did Not Attend Negotiations: There Is Some Document on the Table

Today, information was circulated that the Azerbaijanis did not present themselves for the negotiations scheduled for 14:00 regarding the issues of border violations. There were also rumors that the commander of the Russian peacekeeping forces, General Rustam Muradov, and the Armenian side attended the negotiations, while the Azerbaijani side did not.

Haparak.am tried to verify this information with Boris Avagyan, the former deputy director of the State Emergency Service of Artsakh, who has close ties with Muradov. "I do not have information that General Muradov went from Stepanakert to Goris," he said.

"- What caused the cancellation of these negotiations? - Negotiations have a basis, don’t they, some subject that needs to be negotiated? - The subject is the Azerbaijani advances in the area of the Black Lake and Vardenis. - Is that the only subject? I think it would be correct for you to inquire at the Ministry of Defense and the government about what other subjects are in the negotiation process. - Is it true that there is some document on the negotiation table that would give six villages from Tavush and the village of Tigranashen from Ararat, previously known as Kyarkh? - I do not rule out that there are documents, as documents are certainly formed during negotiations, because negotiations cannot only be verbal.

We tried to contact both Prime Minister Nikol Pashinyan’s spokesperson Mane Gevorgyan and the Ministry of Defense spokesperson Gevorg Altunyan, but the former did not answer the calls, while the latter’s phone was turned off. We addressed the spokesperson of the Ministry of Foreign Affairs, Anna Naghdalyan, who suggested that we contact law enforcement agencies, as they are the ones conducting negotiations on this matter.

Note: According to our information, the Russian commander of the peacekeepers deemed it pointless to attend the negotiations since some talks are taking place directly between Pashinyan and Aliyev, and there are rumors that even a document is being prepared to be implemented."
