Secretary of the Security Council on the Application to CSTO
We have decided to apply to the CSTO and have started the process, confident that this process will help us solve the issue completely. I am sure that this is a matter of time; there may be some delays, but overall, the whole issue will be regulated.
Armen Grigoryan, Secretary of the Security Council, stated this today during an interview on First Channel, discussing the decision to appeal to the CSTO. Regarding giving sharp responses to the Azerbaijani side, Grigoryan emphasized that instead of responding sharply, it is important to understand the complete resolution of the issue.
“We will definitely solve this problem with our allied CSTO members. We do not consider this a local issue; it has a basis for more large-scale actions,” he noted.
Armen Grigoryan mentioned that Armenia is applying to the CSTO under Article 2 of the treaty, rather than Article 4, stating that after discussions, they concluded that it is correct to apply under the second article, as the overall assessment of the situation indicates that the existing realities correspond to the second article.
“There is no need to delve into the articles; the public is familiar with the second article. There is a threat to security, and we are applying to the CSTO under the second article to nullify it. This is the first time such a process is starting in the history of the organization, and Russia is a member of this structure, and we are confident that this is an effective mechanism; fundamentally, there is no difference,” he said, adding that after consultations and examinations, they hope to have a response in the coming days.
