Unrealized 15 Points: Following the Roadmap Presented by Pashinyan
The daily newspaper 'Zhoghovurd' reports that on November 18, 2020, acting Prime Minister Nikol Pashinyan unveiled a roadmap consisting of 15 points, indicating that his government would be busy implementing these within the next six months. Furthermore, Pashinyan stated that he would present a report on the implementation of the roadmap in June.
Sources close to the government have informed 'Zhoghovurd' that the executive body is currently trying to summarize the steps related to the implementation of these points, as Pashinyan prepares to present them during the upcoming electoral campaign and announce that they are fulfilling their promises.
This has also been the reason why, on the nights of May 6-7, the 'My Step' faction of the National Assembly held extraordinary sessions to hastily pass amendments to the Electoral Code (which also included a change to the Electoral Code within the roadmap). However, the domestic government is in a difficult position because there are points in this same roadmap that are impossible to implement in the coming days, preventing Pashinyan from announcing that they have realized the roadmap, for which they are heading to early parliamentary elections.
Among the points mentioned in the roadmap is the prompt return of captured soldiers and civilians, which has not been accomplished, the restoration of economic activity, and the revival of the negotiation process regarding Nagorno-Karabakh within the OSCE Minsk Group co-chairmanship format — emphasizing the priority of the status of Artsakh and the return of Artsakh residents to their places of residence, reforms in the Armed Forces, and more. None of these have materialized in any way since the end of the 44-day war.
According to our information, Pashinyan’s team is working hard to present this roadmap as if they have been able to implement all 15 points.
