When you gather the facts side by side, it becomes clear that the guilty are not one, two, or ten; this is a serious list. This was stated today, April 12, during a conversation with journalists by Samvel Babayan, the former Secretary of the Security Council of Artsakh.
“You cannot explain what happened in just two words. They are gathering troops and taking them to the frontline. Every year, the troops are gathered; they should have been deployed to have commanders in place. Before initiating a criminal case, which resulted in his fleeing, it is necessary to establish how many times he had been in a combat zone. I already presented 15 days before the war that the troops should become a separate unit, not just augmented. They said, ‘No, we are brave; we’ll catch a rocket in the air.’ Well, I said, let’s see you do that. The chief of staff stated that three days later he understood we were not prepared. I suggest he provides a written explanation of what made him conclude that the army was not ready,” Babayan emphasized.
Babayan also spoke about the generals who are currently giving interviews and explanations. “It is these individuals who have led over the last 20 years. The heads of intelligence have submitted reports regarding the enemy's armament and troop movements. When those reports were presented, were any decisions made by the minister or the chief of staff? What decisions were made?”
