Investigation Completed on Participation of Two Arab Mercenaries-Terrorists in War
The preliminary investigation into the participation of Syrian Arab Republic citizens Muhrab Muhammad al-Shakhri and Youssef Alabet al-Haji as mercenary-terrorists in the aggressive war unleashed by the Republic of Azerbaijan against the Republic of Artsakh has been completed by the Investigative Committee of the Republic of Armenia.
According to the Investigative Committee of Armenia, during the comprehensive, complete, and objective preliminary investigation of the criminal case, it has been established through the combination of evidence obtained and assessed within proper legal procedures that Muhrab Muhammad al-Shakhri and Youssef Alabet al-Haji, not being citizens of the Republic of Azerbaijan, not having resided permanently in its territory, and not being part of the armed forces of the Republic of Azerbaijan, participated in the aggressive war unleashed by the military-political leadership of Azerbaijan starting from September 27, 2020, as members of an organized group. They did so in exchange for material compensation, performing military actions directed at destroying civilians and causing serious bodily harm to individuals who were not directly involved in the armed confrontation on the territories of the Republic of Armenia and the Republic of Artsakh. The nature and essence of these actions were aimed at terrorizing the peaceful population, destabilizing the internal situation in the Republic of Artsakh and the Republic of Armenia.
For committing the aforementioned criminal acts, the citizens of the Syrian Arab Republic Muhrab Muhammad al-Shakhri and Youssef Alabet al-Haji have been charged under Article 217, Part 3, Clause 1, Article 389, Article 34-390, Part 1, Clause 1, Article 34-390, Part 3, Clause 1, and Article 395, Part 3 of the Criminal Code of the Republic of Armenia.
The preliminary investigation has been completed, and the case has been sent to the prosecutor responsible for overseeing the investigation with the recommendation to confirm the indictment and forward the criminal case to court.
