Denial: Samvel Babayan Never Managed Financial Resources as Secretary of Artsakh Security Council

In response to the article published by the newspaper "Fact" on April 10, stating, "Babayan's 'Epic,'" we announce that the newspaper (the client of the article) maliciously distorts the facts by accusing Samvel Babayan of causing significant harm to the state. This has been reported by Samvel Babayan's press service.

To inform the public, we clarify that Samvel Babayan, as the Secretary of the Artsakh Security Council, has never managed financial resources. During the second Artsakh war, a hundred million AMD was allocated for targeted expenses to the office of the Security Council by the decision of the Artsakh Government. The proper report regarding this allocation and the expense items was submitted by the staff of the Artsakh Security Council to the state authorized body of Artsakh.

The discussed article was commissioned by those who, on the eve of the extraordinary parliamentary elections in Armenia, seem "concerned" about the effective management of the state property by Artsakh, whereas they should actually be worried about their substantial loans—allegations of using their official position to repay those loans with state budget funds.
