VIDEO: Russian Language Officially Becomes Second State Language of Artsakh

For an extended period, the lawmakers struggled to finalize the voting process. After a chaotic five minutes, they decided to revote, only to later reverse their decision, indicating that they reached a consensus regarding the count of votes cast.
