If the Council Does Not Approve the Budget Report Tomorrow, the Mayor Must Submit His Resignation, Khajakyan Says

On March 16, the Yerevan Council will discuss the annual report on the execution of the 2020 budget, which indicates how much of the planned amount has been collected and how much of the collected amount has been spent. This was stated by Davit Khajakyan, the leader of the 'Lus' faction in the Yerevan Council, on his Facebook page.

“I will discuss this in more detail tomorrow, but I must present a specific figure: 36.5% of the planned expenditures for 2020 were not executed, meaning the execution rate was 63.5%. Yerevan has never recorded a worse indicator. For comparison, I examined the spending performance of Vanadzor and Gyumri and, sadly, I must note that the capital's indicators are not even close to those of the second and third cities of the republic,” he wrote.

According to the Law on the Budgetary System of the Republic of Armenia, if the annual report on the execution of the community budget is not approved, the community leader is required to submit his resignation for the premature termination of his powers.

“If the Yerevan Council is not a rubber-stamp body and has a hint of responsibility towards the community, then it should reject the execution report tomorrow, with all consequential outcomes,” he added. He noted, “If the Yerevan Council does not approve the budget execution report tomorrow, then the mayor must submit his resignation by law.”
