Ruben Hayrapetyan on Dismissal from Army: An Explanation from HPU

Former acting rector of HPU, Ruben Hayrapetyan, stated on his Facebook page: "Regarding HPU's 'explanation' in the case of unlawful release from the army. HPU has, of course, been unable to clarify anything and has instead inadvertently recorded two gross violations, through which a foreign citizen was artificially made a lecturer at the university, and on that basis, he submitted a request for release from service two weeks later.

Specifically, it is stated:

1. "According to the regulations, vacant classes remaining from the COMPETITION...": There was no competition, but people refer to the norms about vacant classes remaining as a justification attempt. The words are unnecessary; it’s genius...
2. "A service provision contract has been signed with him": In order to exclude the cases of signing service provision contracts with the scientific pedagogical staff, Article 19, Part 4 of the RA Law on Higher and Postgraduate Education literally states: "The filling of ALL vacant positions of the scientific pedagogical staff is carried out according to the LABOR contract," but people are signing service contracts. No comments are necessary...

It’s time to understand that the absurd attempts to promote such blatant frauds only exacerbate their consequences."
