A video has circulated in Azerbaijani Facebook groups showing Azerbaijani-speaking individuals driving around Kapan and its vicinity while filming their surroundings. At the end of the video, it is evident that the individuals are wearing military uniforms. Their conversation indicates that this "tour" is of an intelligence-gathering nature, according to Razm.info.

Shortly after, the video was removed from Azerbaijani online platforms but had already spread to Armenian networks.

Who is filming? The video features Azerbaijani conversations. In the beginning, one of the speakers says, "Let’s go into the city, take some pictures, so we have information on what is there and what isn’t." Throughout the video, the person filming describes what is visible in the shots, including a gas station, a mobile communication antenna, buildings, and the position of Russian military forces, among others.

Later, the car's driver states that they will not enter the city, to which the person filming replies that they are already inside the city, but they won’t go further: "We won’t go to the other side of the city… This tunnel leads to the other side of the city [they are circumventing, not entering the tunnel - Razm.info]. Further in, there are 9-story buildings; one of ours lived there. One of our system operators."

From this dialogue, it can be inferred that the Azerbaijani individuals entering the city are not ordinary "tourists" but are engaged in reconnaissance activities.

The video concludes with footage from inside the vehicle, showing three individuals, all in military uniforms. Judging by their attire, they appear to be servicemen of the State Border Service of Azerbaijan.

Where was the video filmed? We have mapped the route of the filming. At the start of the video, the Azerbaijani vehicle is on the Midjnavan-Kapan road, then passes near the Kapan airport and through part of the city. The last shots feature the Kapan-Shikahogh-Meghri road.

Overall, they travel approximately 6.5 kilometers while filming. It is noteworthy that the NSS of Armenia previously clarified that this video was supposedly recorded by Azerbaijani servicemen who participated in a trilateral working meeting of border guards organized about a month ago, with Russian border guards accompanying them along a previously agreed route. However, the content of the Azerbaijani conversation in the video clearly indicates that they are deciding where to go on their own, implying that there couldn't have been any pre-agreed route. Furthermore, it is unclear what kind of filming of military and infrastructural objects could possibly take place during an agreed visit.
