Notable Revelation: How Ararat Mirzoyan Operates

According to Article 21 of the "Rules of Procedure" Law of the National Assembly, a committee of inquiry is considered established from the moment the request to form it is presented to the President of the National Assembly, who then announces its formation.

And according to point 7 of Article 20, the term of authority for the committee of inquiry is up to six months, which may be extended for another six months upon the proposal of the committee and the decision of the National Assembly. By correlating these provisions of the laws, the newspaper "Zhoghovurd" has revealed a remarkable situation.

The President of the National Assembly, Ararat Mirzoyan, has once again violated the "Rules of Procedure" Law. The fact is that on January 21 of this year, a committee of inquiry was convened in parliament to investigate the effectiveness of the measures taken by the government and the commandant's office to prevent the spread of the new coronavirus (COVID-19), to mitigate or eliminate the consequences of the pandemic, as well as to examine the effectiveness and legality of restrictions on human rights and fundamental freedoms during the state of emergency. However, this committee was established on July 2.

If we compare the provisions of the "Rules of Procedure" Law, it turns out that the first meeting of the committee investigating the effectiveness of the fight against the coronavirus took place in violation of the rules, meaning on the day when the six-month period set for its activities had expired.

In other words, in January, the President of the National Assembly signed a document related to the committee whose term of authority had expired. But this is not the first instance where provisions of the "Rules of Procedure" Law have been violated or not adhered to.

According to the same rules, the normal functioning of the parliament is ensured by the President of the National Assembly, in this case, Ararat Mirzoyan; however, it is precisely due to his work that we witness such a situation, as he only approved the composition of the committee last month, after which the activity of the committee with expired powers became possible. This is one of the examples of Ararat Mirzoyan's inadequate performance.
