Urgent Call for Exchange of Prisoners of War: PACE to Baku and Yerevan

Azerbaijan and Armenia must refrain from rhetoric that could hinder political dialogue and swiftly implement the provisions of the trilateral agreement concerning Nagorno-Karabakh. This is stated in a resolution adopted by the Parliamentary Assembly of the Council of Europe (PACE), based on a monitoring committee report from 2020, as reported by TASS.

The Assembly emphasized the role of Russia in the Nagorno-Karabakh conflict. It urged Yerevan and Baku to 'swiftly implement the provisions of the trilateral statement of November 9, 2020, which relate to humanitarian issues.' PACE also suggested an 'immediate transition to the exchange of prisoners of war, respect for cultural heritage, and refraining from rhetoric that could hinder political dialogue.'

Additionally, PACE expressed 'deep concern regarding reports of violations of humanitarian law and human rights,' as well as damage to 'religious sites, monuments, and private property.' The statement concluded: 'Any type of violation must be eliminated, and the culprits held accountable.'
