Hahrutyan's Staffing 'Rakirvokanery' Cross the Bounds of Reason: 'Hraparak'
Arayik Hahrutyan, the president of Artsakh, is making staffing "rakirvokanery" that sometimes cross the bounds of reason. Following the dismissal of Vahram Baghdasaryan from the position of Minister of Finance on January 4, Hahrutyan is now attempting to appoint him as the President of the Audit Chamber. The candidacy has already been submitted to the relevant committee of the National Assembly, which will hold a session in the coming days to discuss the issue of the Audit Chamber's presidency.
The absurdity of this transfer lies in the fact that the official who drafted the budget is now set to verify the budget he himself compiled and evaluate its spending efficiency. However, it is noteworthy that he has a rival in the form of David Galstyan, the leader of the 'Justice' faction. Galstyan's candidacy has also been proposed, and this election will, in fact, be an important test for all parliamentary forces, including the ruling party.
Particularly for the ruling party, the question is whether it is prepared to be transparent and accountable to the public and to concede this post to an opposition figure as a political decision, or if the 'best traditions' continue in post-war Artsakh. Incidentally, Vahram Baghdasaryan has not served in the military and is not subject to conscription, while this is a constitutional requirement for the position in question. The President of the Audit Chamber is elected by the National Assembly with a 3/5 majority of the deputies, but prior to that, the majority of the National Assembly's main committee must vote in favor.
