Proposal to Integrate the Artsakh Emergency Situations Service and Police into the Ministry of Internal Affairs
The Standing Committee on State-Legal Affairs of the National Assembly of Artsakh convened a session on January 21 to discuss agenda issues.
According to the information provided by the press and public relations department of the National Assembly of Artsakh, Justice Minister Karen Danielyan presented a package of draft laws concerning amendments to the Law on the State Emergency Situations Service of the Republic of Artsakh, amendments and modifications to the Law on Police, and amendments and modifications to the Law on Service in the Police.
The package proposes to integrate the State Emergency Situations Service of the Republic of Artsakh and the Police of Artsakh into a single body under the Ministry of Internal Affairs. The draft law was given a positive conclusion with 4 votes in favor and 1 against.
Furthermore, the draft law on amendments and modifications to the Civil Code proposes to allow the submission of applications to court for the recognition of missing servicemen and other citizens as absent without a trace due to military operations if information about their whereabouts has not been available for 3 months, and to set the period for the court to recognize a missing person as deceased at 1 year instead of 2 years after the end of military operations. This draft was presented and clarified by the government’s authorized representative, Justice Minister Karen Danielyan. The committee also gave a positive conclusion on the draft with 5 votes in favor.
