Changes Implemented in Financing Provisions for Educational Institutions
During this four-day session, the National Assembly fully approved the draft amendments to the Law on Education in the second reading. This was reported by Deputy Minister of Education, Science, Culture and Sports Zhanna Andreasian.
"Legal bases have been established for the management of the Educational Management Information System and for the administration of administrative registers in the education sector. The procedure for managing the Educational Management Information System will be confirmed by June 30, 2021.
This year, separate systems will operate within the Educational Management Information System for accounting children who have fallen out of compulsory education and for children who need special educational conditions. Information management subsystems for primary and secondary vocational institutions, as well as preschool institutions, will be fully operational.
The digitization of processes in the School Management Information System will continue with the next steps being the issuance of certificates, as well as the training and certification processes for teachers.
Changes have been made to the provisions for financing educational institutions, replacing the requirement to calculate funding based on the number of students with criteria based on the type of institution and the specific characteristics of the educational programs. This allows for funding to be calculated and executed based on the number of students or groups.
Specifically, in the general education sector, a new funding model has been widely discussed and circulated, transitioning from a student count to other factors, including the number of classes for financing.
As a result of this model, schools will no longer be incentivized to fill classes with the maximum number of students; instead, they will form classes with a smaller number of students, which can significantly contribute to improving the quality of education.
After the amendment to the law, it will be possible to accept the new financing model. The execution of oversight functions in the education sector has been clarified and fully anchored to the supervising authority. At the same time, the supportive-consultative and preventive functions have also been emphasized within the supervisory authority's responsibilities," Andreasian stated on her Facebook page.
