Administrative Penalties for Traffic Violations of War Participants to be Cancelled
The government approved a draft decision to cancel the administrative penalties imposed on citizens of Armenia and Artsakh for violations of traffic safety legislation from September 27 to December 27, which occurred as a result of military operations unleashed by Azerbaijan.
Deputy Chief of Police Ara Fidanyan noted that two regulations are being proposed. “The first is the adoption of a law on the amnesty of administrative penalties imposed for a number of violations, the draft of which is already prepared. The second regulation pertains to the application of Article 17 of the Code of Administrative Offenses, which governs extreme necessity situations. We can apply its provisions in this case. We are ready to implement whichever of these two options is applicable,” he said.
Prime Minister Nikol Pashinyan, for his part, mentioned that just two days ago, a citizen raised a concern in the Gorayk community regarding fines related to the traffic of war participants, given that the violations occurred due to extreme necessity. “We respond quickly. We will face a challenge, where, unfortunately, decisions like this are often exploited by individuals who are not entitled to such benefits. We must be able to identify the participants in military operations quickly and officially confirm this. It is important that the Ministry of Defense acts as efficiently and rapidly as possible. In this context, we should also consider the volunteers and make a decision regarding them as well,” the Prime Minister stated.
