Police Request to Rally Participants

The police urge participants of the rally to strictly adhere to legislative requirements in their actions. They are advised not to obstruct access to public buildings and adjacent areas, including government agency buildings, ensuring the free movement of citizens and public officials.

Additionally, they should allow for the unobstructed movement of other citizens and avoid imposing disproportionate restrictions on vehicle traffic. The police also call for refraining from using areas surrounding historical and cultural monuments, including the Republic Square complex, for unauthorized purposes, such as setting up tents, without the permission of the relevant authorities.

In this context, the police remind that according to Article 38 of the Law on the Protection and Use of Historical and Cultural Monuments and Historical Environment, monuments are primarily intended for scientific, educational, cultural, and informative purposes, as well as for their original and adapted (functional) roles.

The law also stipulates that the use of monuments for economic and other purposes is permitted only if such use aligns with the nature of the monument, does not harm its integrity, and does not diminish or distort its historical, scientific, and artistic value.

Therefore, the police regard the installation of tents in areas adjacent to historical and cultural monuments and their use as incompatible with the historical and cultural significance of the site, which diminishes its artistic value unless there is prior approval from the relevant governmental authority concerning the installation of tents or the use of other items for the specific rally.
