121 Communities Mentioned, But Actually 181 Villages and Towns Are Transferring to Azerbaijan: Vahram Mirakyan
The President of the "Mantashov" Businessmen's Association, Vahram Mirakyan, wrote on his Facebook page:
On November 21, a government decision was released, which listed the names of those Armenian settlements occupied or peacefully handed over to Azerbaijan. The issues with this decision are:
- 121 communities are mentioned, but actually 181 villages and towns are transferring to Azerbaijan. The names of the consolidated communities are listed in the government decision, which resulted in 51 village names being omitted. In the attached map, the villages that are not mentioned in the decision, which will pass to Azerbaijan, are highlighted in yellow. A total of 181 villages and towns are being handed over to Azerbaijan. For comparison and to illustrate the scale of the disaster, I can say that Armenia has about 950 villages. It's true that some of the villages in Artsakh are very small, but nonetheless, 181 settlements, some of which are already under Azerbaijan's control while others will soon be handed over, represent a significant loss.
- The phrasing in the government decision is incorrect; it states that the settlements have passed under Azerbaijan's control, while in reality, Azerbaijan has initiated a military occupation and seized them through military means. Legal accuracy is very important, especially in the context of future struggles.
- The names of Charektar and Aknaberd are included in the government decision, which do not align with the reasoning of the decision. For instance, Aknaberd was inexplicably annexed to the Shahumyan region in the past, even though it was part of the Martakert region within the Nagorno-Karabakh Autonomous Oblast (see Aknaberd's location on the attached map). If Aknaberd is handed over to Azerbaijan, it means that the entire Sarsand reservoir along with its neighboring villages will also be handed over. Territories are being transferred based on the logic of the Nagorno-Karabakh map, plus Hadrut and Shushi, so why is Aknaberd from the Martakert region of Nagorno-Karabakh being handed over?
Currently, a repositioning of positions is underway, based on which the next war will unfold. For that reason, Azerbaijan, taking advantage of the chaos within the Armenian side, where the Foreign Ministry and the army are in disarray, will try at all costs to seize a hill, a field, or a village. Sometimes it is successful, sometimes not, but we must accept that the battle has ended, not the war. Therefore, at this moment, it is crucial to maintain as advantageous heights and positions as possible under Armenian influence.
Let us spread this reality that is not being talked about.
