The potential sending of Turkish military personnel to Azerbaijan is a sovereign decision of Ankara. This was stated by the Deputy Foreign Minister of Russia, responding to a question about whether the Turkish parliament's corresponding decision would impact the implementation of the trilateral statement signed by the leaders of Armenia, Russia, and Azerbaijan.
