Prime Minister Presents Roadmap of Key Upcoming Tasks

Prime Minister of Armenia Nikol Pashinyan made the following statement on his Facebook page:

“Dear people, dear compatriots. Over the past week, we have repeatedly discussed the war that began on September 27, our failures during it, the situation created afterward, and the details of that situation. The time has come to talk about ways, methods, and programs to overcome the existing situation.

I have already stated that I consider myself the number one responsible person for the current situation. I also emphasize that I am the main responsible person for overcoming the situation and establishing stability and security in the country. I want to stress that not only do I not intend to abandon this responsibility, but I am also fully engaged in this work.

The roadmap for our most important tasks ahead is as follows:

1. Restoration of the negotiation process on the Nagorno-Karabakh issue in the format of the OSCE Minsk Group, emphasizing the priority of the status of Artsakh and the return of the residents of Nagorno-Karabakh to their places of residence.
2. Ensuring the return of the people of Artsakh to their homeland. Fully restoring normal life in Artsakh. Reconstruction of damaged houses, apartments, and infrastructure in areas under the control of the Nagorno-Karabakh authorities.
3. Provision of social guarantees for the families of fallen soldiers and civilians.
4. Restoration of damaged residential and public buildings and infrastructure in the territory of the Republic of Armenia during military operations.
5. Provision of social guarantees, prosthetics, and vocational retraining for servicemen who have become disabled.
6. Timely return of captured servicemen and civilians. Provision of social guarantees for their families. Prompt clarification of the fate of the missing persons. Provision of social guarantees for their families.
7. Establishment of a psychological rehabilitation system for participants in the war and the public in general.
8. Approval of a reform program for the armed forces and the commencement of reforms.
9. Overcoming the coronavirus pandemic and eliminating its consequences.
10. Restoration of the environment for economic activity.
11. Activation of programs to address demographic issues.
12. Amendments to the electoral code and the adoption of a new law on political parties.
13. Implementation of the institution of specialized judges as the first step towards creating an anti-corruption court. Start of the application of the law on the confiscation of illicit property.
14. Conducting regular thematic consultations with representatives of the Armenian political and civil community.
15. Conducting regular thematic consultations with Armenian structures and individuals from the Diaspora. Involving individuals and structures from Armenia and the Diaspora in the above-mentioned processes.

The most important goal of all this is to ensure the democratic stability of Armenia and to create guarantees that nothing threatens the formation of power in Armenia through the free expression of the people's will.

To implement this roadmap, I will be making changes in the government. The meaning and purpose of these changes will be to ensure the most effective implementation of the aforementioned program and to maximize the adaptation of the government composition to the implementation of this roadmap.

Dear compatriots, dear people. Putting the implementation of these measures on irreversible institutional rails will take six months. In June 2021, I will present a report on the implementation of this roadmap, based on which we will make decisions on future actions considering public opinion and feedback.

I also want to express my special gratitude to the staff of the Armenian government system, as well as to the “My Step” faction in the Armenian Parliament for their work and unity during this difficult time. We have much work to do, and we must succeed. Let's get to work.”
