The personnel changes in Artsakh have begun. On November 12, Minister of Justice Siran Avetisyan submitted his resignation. We have learned that the first to resign will be the Minister of Foreign Affairs of Artsakh, Masis Mayilyan.

Moreover, we have been informed that this decision will be specifically made by Araik Harutyunyan, and one of the main reasons for Mayilyan's dismissal is his designation as 'persona non grata' by the Russian Federation.

As is known, Masis Mayilyan has been banned from entering Russia since March 11, 2020, and this ban is set to last for five years, until March 11, 2025. The decision to impose the ban was made by the Federal Security Service of Russia (FSB), with the reason cited that Masis Mayilyan represents a threat to the national security of Russia.

This is precisely why such a decision is being made. Ultimately, Artsakh cannot have a Minister of Foreign Affairs who is undesirable to any country, especially when it comes to a strategic ally and a member of the OSCE Minsk Group.
