Letter from the OAS Secretary General to the President of Artsakh

The Secretary General of the Organization of American States (OAS) will continue to monitor the Nagorno-Karabakh conflict until the right to self-determination of the people of Artsakh is guaranteed. According to 'Armenpress', Luis Almagro, the Secretary General of the OAS, stated this in a letter addressed to the President of Artsakh, Arayik Harutyunyan, which he published on his Twitter page.

'I have been following the Artsakh conflict for many years and will continue to do so until the principle of self-determination of the people of Artsakh is guaranteed and targeted negotiations are pursued. The principle of self-determination is crucial in this case, as it ensures the civil and political rights of your people, as well as being the only means to preserve its independence and way of life,' Almagro noted in his letter.

The OAS Secretary General is particularly concerned about the fact that the increase in Azerbaijan's military power, with Turkey's support, has turned aggression into a unilateral arms race. 'We reaffirm our call for an immediate cessation of hostilities, which are a gross violation of international norms for resolving armed conflicts. This is in itself a gross violation of the principles of the negotiation process. Peace and stability in Artsakh and the Caucasus are our common interests, and we will continue to support all efforts that lead to a peaceful resolution of the conflict, as well as the absolute respect for the principle of self-determination of Armenians in Artsakh,' Almagro wrote.
