Is there a document obliging the transfer of liberated regions of Artsakh to Azerbaijan? 'Sasna Tsrer' to the authorities
The initiative group of the ‘Sasna Tsrer’ National Democratic Pole has issued a statement addressed to Prime Minister Nikol Pashinyan, Speaker of the National Assembly Ararat Mirzoyan, Foreign Minister Zohrab Mnatsakanyan, and the parliamentary investigative commission studying the circumstances of the April four-day war.
“Dear gentlemen, in recent days, information has been circulating in the information space of the Republic of Armenia that on June 16, 2016, a letter was officially transmitted to the co-chairmen of the Minsk Group on behalf of the Republic of Armenia regarding a draft document prepared for signing a resolution of the Nagorno-Karabakh conflict between the Republic of Armenia and the Republic of Azerbaijan (hereinafter referred to as the document), which provides for:
- Resolving the Nagorno-Karabakh conflict based on the so-called Madrid Principles and, accordingly, transferring the liberated territories of Artsakh to the Azerbaijani side, with the exception of the Lachin corridor;
- If the Armenian side departs from the liberated territories, granting the Armenian side a monetary amount of five billion US dollars.
Considering the strategic importance of this information for our state and people, we demand answers to the following questions:
- Does the aforementioned information correspond to reality?
- If yes, then:
- Why has the document been kept secret until now?
- What steps have been taken to hand over the liberated territories of Artsakh in exchange for the money, as well as to identify the authors of the aforementioned document and hold them accountable?
- Has the parliamentary investigative commission on the circumstances of the April war had the document at its disposal, and if so, has its existence and content been considered in its activities and report?
Given the public interest in the questions posed, we demand that answers be presented in a timely manner, as well as the publication of the document if it exists.
