Question Formulation by Honorable MP Contains False or Misleading Information: Spokesman

Yerevan Mayor's spokesman Hakob Karapetyan wrote on his Facebook page: "During yesterday's question-and-answer session with the government, National Assembly MP Gevorg Gorgisyan (from the 'LHK' party) questioned the legality of the construction permit issued by the municipality at 18 Abovyan Street in Yerevan.

In the formulation of his question, the honorable MP cited information that is either false or misleading. Specifically, according to Mr. Gorgisyan, 'there was a kindergarten in the area, which was recently demolished.' I would like to inform you that no kindergarten has operated at the mentioned address since at least 1996!

The approximately 1560 square meters of land at 18 Abovyan Street was privatized in the mid-1990s by the then-Arabkir community of Yerevan. Mr. Gorgisyan also mentioned that 'according to his information,' the area currently belongs to the Sukiasyan family (SIL). This is also false information. The landowners are citizens Edward Sukiasyan and Agnesa Manukyan, who have no familial ties to well-known business families!

According to Gorgisyan, the construction permits were issued in violation of regulations. Any journalist dealing with urban planning knows that the municipality (in this case, the Yerevan City Hall) issues construction permits based on conclusions provided by professional agencies and organizations. Positive conclusions for construction have been given for 8 Abovyan Street by:
☑️ "Seismological Safety" LLC on May 22, 2020,
☑️ The State Inspection Body for Urban Planning, Technical and Fire Safety of the Republic of Armenia on July 23, 2020,
☑️ The commission established by the order of the Chairman of the Urban Development Committee of the Republic of Armenia on June 1, 2020,
☑️ "CONSTANCE BUILD" LLC regarding the insolation (sunlight) impact of the proposed residential building on April 13, 2020.

Based on these conclusions, the submitted working project was approved by the Yerevan City Hall, and construction permit number 01/18-S-1006 was issued on August 10, 2020.

Finally, Gorgisyan states that the municipality does not respond to the concerns raised by citizens contesting the construction. This claim is as credible as the previous ones: the municipality has provided clarifications regarding the issue, responding both to citizens' letters and giving interviews and statements to the press (one of which is linked in the first comment).
PS. MP Gorgisyan formulated his question as follows: 'How are these illegalities happening?' We would like to know how it is possible for an honorable MP to pose questions from the high podium of the National Assembly based on obviously false information."
