Discussion on Exempting a Young Scientist from Military Service
The government will discuss a draft decision to exempt Robert Karen Apikian from mandatory military service. This necessity is based on the importance of his experimental work during scientific activity and providing the opportunity to continue his work in radio engineering, radionavigation, and communication.
This draft decision is included in the agenda of the government meeting scheduled for September 17. According to the justification, Robert Apikian (born July 21, 1994) received a deferral by the Armenian government’s decision No. 796-A on July 19, 2018, and has continued his research activities in the postgraduate program of the "Telecommunication Networks, Devices, and Systems" specialization at the Armenian State University of Economics' "Radio Equipment" department.
On July 6, 2020, he defended his thesis, and according to the decision of the RA Scientific Council No. 046, he was awarded the academic degree of Candidate of Technical Sciences in the field of E12.03 "Telecommunication Networks, Devices, and Systems." He works at the "Radio Equipment" department of the Armenian State University of Economics as a researcher, focusing on scientific and pedagogical activities as well as the research and development of signal coding and decoding algorithms.
During his scientific career, Apikian has developed and conducted numerous studies in the field of coding and decoding algorithms for signals, particularly in radionavigation systems. His published works in Armenian and international scientific journals, as well as in the global "IEEE Explore" library, attest to his scientific endeavors.
It is expected that with the adoption of this decision, Robert Apikian, as a leading specialist, will have the opportunity to engage in scientific activities, working as a lecturer in the "Radio Equipment" department starting from September 15 of the 2020-2021 academic year, teaching subjects such as "Radio Technical Circuits and Signals" and conducting practical sessions.
