What fines will be imposed during quarantine and how much will citizens pay. The police present

Due to the situation caused by the coronavirus disease (COVID-19) in the Republic of Armenia, a quarantine has been established throughout the Republic of Armenia from September 11, 2020, at 17:00 until January 11, 2021, inclusive, by the decree No. 1514-N of the Government of the Republic of Armenia dated September 11, 2020.

According to Article 182.4 of the Administrative Code of the Republic of Armenia, liability is stipulated for violations of the restrictions imposed by the decree on establishing quarantine. The police will register and investigate administrative violation cases provided for in parts 1, 2, 5-8, 9, and 10 of Article 182.4.

Specifically:

  • Violating the special regime for entry and exit from the quarantined (pandemic) zone established by the decree will result in a fine of 50,000 - 70,000 drams.
  • Violating the rights of individuals to free movement or restricting the movement of vehicles during quarantine, as well as obstructing their inspection, will incur a fine of 10,000 drams.

Note: It is mandatory to have an identity document when being outside your residence.

  • Violating the restrictions on organizing or holding gatherings during quarantine will lead to a fine of 50,000 - 200,000 drams.
  • Violating the restrictions on participating in gatherings during quarantine will incur a fine of 10,000 drams.

Note: Organizing, holding, and participating in gatherings is allowed only when personal protective equipment is used and a minimum distance of 1.5 meters is maintained between individuals, as stipulated in point 18 of the annex to the decree No. 1514-N of the Government of Armenia dated September 11, 2020.

  • Violating the restrictions and prohibitions on organizing, holding, or participating in public events during quarantine will incur a fine of 50,000 - 100,000 drams.

Note: Public events are allowed only under the following restrictions:

  1. Festive and memorial events, including birthdays (anniversaries), weddings (engagements), memorial services, and funerals with the participation of no more than 60 people.
  2. Other events aimed at meeting social, cultural, educational, sports, or other recreational needs of individuals (including concerts, exhibitions, screenings, theatrical performances, other educational events) without constituting a type of economic activity, with the participation of no more than 60 people.
  3. Public events in enclosed spaces, additionally adhering to the requirements outlined in points 1 and 2 of this clause, also must have natural or mechanical ventilation and comply with the requirements of sanitary and epidemiological safety regulations.
  • Violating restrictions on regular transportation during quarantine, as well as obstructing their inspection, will incur a fine of 50,000 - 100,000 drams.
  • Violating the rules of isolation or self-isolation during quarantine will lead to a fine of 50,000 - 200,000 drams.
  • Violating the rules for using personal protective equipment during quarantine will incur a fine of 10,000 drams.

Note: The list of personal protective equipment, the cases for use, and the procedure are established by the order No. 23-N of the Minister of Health of the Republic of Armenia dated September 11, 2020.

In consideration of the need to protect public health and mitigate the negative consequences of the coronavirus disease, the police of the Republic of Armenia urge compliance with the restrictions stipulated in the decree on establishing quarantine, as well as the procedure for using personal protective equipment defined by the Minister of Health of the Republic of Armenia.
