Russian Ministry of Internal Affairs Develops Bill Allowing EEU Citizens to Use National Driver's Licenses

The Russian Ministry of Internal Affairs has developed a bill that permits citizens of the Eurasian Economic Union (EEU) countries to use their national driver's licenses for employment related to driving activities, as reported by "RIA Novosti."

The bill amends paragraph 13 of Article 25 of the federal law "On Road Safety": "It is prohibited to drive vehicles based on foreign national or international driver's licenses while engaging in entrepreneurial and labor activities related to the operation of vehicles."

“The provisions of this paragraph do not apply to citizens of the member states of the Eurasian Economic Union and also to citizens of those countries whose legislation establishes the use of the Russian language as a state or official language, who are engaged in entrepreneurial and labor activities within the territory of the Russian Federation that are directly related to the operation of vehicles, based on national driver's licenses issued by the competent authorities of those countries,” it is proposed to add to the corresponding paragraph of the Federal law Article 25.

The explanatory note of the bill mentions that the anticipated amendments recognize the national driver's license of citizens from EEU member states when engaging in entrepreneurial activities in Russia.
