For a month, throughout July, there was a tumultuous atmosphere at the Kapan police department. The situation calmed down after the dismissal of the chief and the deputy chief, Davit Surenyants. The issue arose when, on July 16, police chief Vahe Ghazaryan appointed his close associate, Yerevantsi Senik Yeranosyan, as the head of the Kapan division, who had previously served as the head of Syunik.

Immediately upon taking office, nightmares began in the department. According to the police officers, the newcomer did not grasp the peculiarities of Kapan or even his field. Soon, serious and permanent conflicts and tensions arose between the deputy who understood the field and his superior. The inter-personal tensions paralyzed the work to the extent that the police chief had to dismiss both the appointed chief and deputy chief, Davit Surenyants.

This was followed by applications from more than ten operatives from the department, who left in support of Surenyants, demanding his reinstatement. According to our source, there is effectively no police presence in the city now—operational actions are not being carried out due to the absence of operational officers.

The police department's press office provided us with only the following statement: as a result of an internal security investigation, both the chief and the deputy were dismissed from service for 'poor performance of their official duties,' and vacant positions have already been filled. However, they did not provide information regarding the operatives.
