Misappropriation of 32,000,000 AMD in Gyumri's Community Organizations
Effective operational-investigative measures undertaken by the National Security Service of Armenia have uncovered evidence indicating that officials of the "Yuri Vardanyan Children and Youth Sports School" operating under the Gyumri Municipality, from 2010 to 2020, in preliminary agreement and for illegal, non-profit, and self-serving motives, appointed 18 citizens to various positions while being fully aware that these individuals did not attend work or fulfill their job responsibilities. They illegally received funds allocated to these employees, initially in cash and later through bank transfers, thereby embezzling a total of 32,000,000 AMD from the municipality's budget. This information was provided by the NSS.
According to the materials prepared by the investigative department of the NSS, additional evidence has also been obtained relating to another organization, the "Complex Children and Youth Sports School," where director A.K. and accountant A.P. used their official positions from 2009 to 2020, with a unified intent and for self-serving motives, to nominally appoint six individuals to various positions, thus embezzling 10,600,000 AMD from the community's budget.
Two criminal cases have been initiated under the relevant articles of the Armenian Criminal Code, with active measures being taken to clarify all circumstances of the case, identify the complete circle of individuals who committed the offense, and recover the damage caused to the community.
