"Javakhq": Tensions Rise in National Assembly Over Controversial Bill
"Javakhq" newspaper reports: "The upcoming session of the National Assembly, starting on September 14, will coincide with the commencement of the permanent committees, which will discuss issues to be presented in the main session.
According to the "Javakhq" daily, a regular meeting of the National Assembly's standing committee on state-legal issues will take place on September 3, during which a controversial package of legislative amendments regarding the law on the state of emergency in the Republic of Armenia and the administrative offenses law will be discussed.
It is noteworthy that this legislative package was deemed urgent by the government as early as July 9 when it was accepted by the Cabinet. However, the parliament did not adopt the urgent bill. Initially, it is proposed that the management powers of medical institutions during a state of emergency will be transferred to the Ministry of Health, and failure to comply with orders or instructions could result in fines ranging from 300,000 to 500,000 AMD.
At that time, the "My Step" faction of the National Assembly held a meeting and actively discussed the bill, ultimately deciding not to review the project in this phase, leaving it for the upcoming session in September. Now, this controversial bill is on the agenda of the new session; however, according to "Javakhq," there is still a lack of consensus within the faction regarding the bill, and it is possible that there may be many votes against it.
Furthermore, it should be noted that the Minister of Health of Armenia, Arsen Torosyan, will not participate in the discussions on this issue in the committee and plenary meeting, as he will be on vacation from August 31 to September 18, with Anahit Avanesyan replacing him, who will be the primary reporter on the matter. Additionally, note that the legislative package underwent examination in the parliamentary staff's expert and analytical department on August 4, where issues and omissions were identified that need to be addressed."
