Hraparak: Pashinyan Appropriates Powers of the President and National Assembly Speaker

«Nikol Pashinyan has appropriated one of the limited powers of President Armen Sargsyan. On Friday, in Sardarapat, he awarded state high honors, including the title of 'National Hero of Armenia' and 'Battle Cross' medals to the heroes of the Tavush battles. However, according to Article 136 of the Constitution: 'The President of the Republic awards state honors and medals in cases and in the manner prescribed by law, granting honorary titles.'

A. Sargsyan has been on vacation since August 27, and the event was organized the following day so that the honor of appreciating and rewarding the heroes would fall not on the president, but on the prime minister.

However, by using the ‘analogy’ rule, if the President of the Republic does not perform his powers, according to the Constitution, they do not pass to the Prime Minister, but to the Speaker of the National Assembly. This means that the powers of the National Assembly Speaker have also been appropriated,» the newspaper writes.
