Instances of Embezzlement by Officials Discovered: NSS
The National Security Service of the Republic of Armenia has obtained sufficient factual evidence following a series of operational and investigative measures indicating that a competent individual serving as the director of the Gndzak Community Secondary School No. 2, from January 1, 2006, to September 1, 2018, in a unified intent, used their official position in preliminary agreement with a group of individuals for profit-driven motives.
They issued employment contracts for numerous positions, including welders, operators, laboratory technicians, guards, furnacemen, and cleaners, while being fully aware that around 14 individuals were not attending work and failing to fulfill their job duties. They drafted, confirmed, and validated factually false "work hours calculation certificates," which are legal documents serving a right reservation, as well as other documents serving as the basis for salary payments. Subsequently, by circulating these factually false documents and presenting them for payment, a substantial sum of 114,699,324 AMD was illegally withdrawn and embezzled from the state budget in the names of these employees.
Additionally, on February 14, 2008, the official, in collusion with the former head of the Gndzak community, with whom they had familial ties, used a falsified document prepared by introducing blatantly false information into official documents. Through deceit and fraud, they acquired ownership rights over a 0.255-hectare plot of land located at 1a Hunan Avetisyan Street in the same community, valued at approximately 1,346,400 AMD in cadastral terms.
A criminal case has been initiated in the Investigative Department of the NSS based on Articles 179 (part 3, section 1), 314 (part 1), 178 (part 2, sections 1, 1.1, and 2), and 308 (part 1) of the Criminal Code of the Republic of Armenia. Necessary investigative and other procedural actions are underway to clarify all circumstances of the case, identify the full range of perpetrators, and restore the damages caused to the state and the legal interests of the community.
