The Implementation of Investigation Mechanisms on the Border Will Not Provide Guaranteed Security, Abrahamyan
The implementation of investigation mechanisms on the border will not provide us with guaranteed security, this is clear, but it does provide an opportunity to somewhat neutralize existing risks. This was stated by Tigran Abrahamyan, head of the 'Henaket' analytical center NGO and former advisor on security issues to the President of Artsakh, on his Facebook page.
‘The implementation of these mechanisms has not yet managed to become a primary agenda item for discussions; however, at this stage, it could become an important guarantee for the resumption of negotiations. In this context, the intermediary countries also have significant responsibilities. I would like to remind that the topic of implementing this system entered an active discussion phase during the 2014-16 period when active diversionary and artillery battles were taking place on the borders of Armenia and Artsakh.
After the April hostilities, it became a primary agenda item for negotiations, being reaffirmed with the meetings in Vienna and St. Petersburg. In 2018, various factors pushed it to the background, but currently, Armenia's present authorities are again trying to bring it back to the agenda. How successful this attempt will be will be seen with time.’
