Has 'Haypost' Increased Parcel Rates? Clarification from Haypost's Spokesperson
Dear journalists and fellow citizens, following the announcement by 'Haypost' regarding parcel rates, there are still some questions in the public domain, and I feel it is necessary to provide clarifications once again.
On her Facebook page, 'Haypost' LLC spokesperson Nana Gndoyan wrote:
"Has 'Haypost' increased parcel rates? NO, 'Haypost' has not increased the price of parcels weighing up to 1 kg with a commercial insert. Moreover, considering the interests of its customers, the company has promptly developed tariff thresholds for parcels weighing up to 1 kg within two days, which start from 300 drams instead of 1,260 drams, and you can find details below:
Furthermore, according to Article 18.2, Clause 6 of the Law on Postal Communication of the Republic of Armenia, 'The national postal operator may provide universal postal services at rates LOWER than those set by the Regulatory Commission, eliminating price discrimination.' This means that Haypost can reduce rates but cannot raise them.
How is it that previously there have been many cases where online stores paid even lower rates? It has become clear through complaints received at 'Haypost' that violations have existed since earlier times when parcels with commercial inserts were incorrectly processed and sent as documented deliveries, resulting in individuals paying below the legally established rate.
What actions has 'Haypost' taken? 'Haypost' has initiated a disciplinary investigation and has strictly instructed its employees to operate within the framework of the decision and law established by the Armenian government since 2001. Additionally, considering citizens’ complaints that it is unreasonable to pay 1,260 drams for parcels weighing 1 kg and the same price for parcels weighing less than 1 kg, the Haypost team has developed tariff thresholds for parcels weighing up to 1 kg.
I would like to emphasize that our studies have shown that the tariff system set by Haypost is 40% cheaper than the similar services of domestic postal services in neighboring countries.
