Digitalization is a Revolutionary Process and Work Must Be Done in Both Substantive and Technical Areas, Says Prime Minister

The Council on Digitalization held a meeting today under the leadership of Prime Minister Nikol Pashinyan at the government headquarters. The draft strategy for Armenia's digitalization from 2020 to 2025 was discussed during the meeting.

Deputy Minister of High Technology Industry Stepan Tsaturyan presented the objectives of the strategy and the roadmap for its implementation. He noted that with the development of electronic governance and digital technologies, Armenia occupies a leading position, and the successful initiatives undertaken so far provide a solid foundation for further digital transformation.

According to him, the digitalization strategy aims to implement the digital transformation of the state, economy, and society through the development of innovative technologies in the public system, cybersecurity, data policy, ensuring interoperability of systems, implementing common standards, and promoting digital tools in the private sector. As a result, high-quality public service delivery, increased efficiency in public administration, institutional digitalization, infrastructure development, data-driven decision-making, and the development of workforce digital skills are expected.

The implementation of the strategy is planned in two phases: 2020-2021 and 2022-2025. The strategy has been discussed with relevant agencies and professional associations, and the proposals presented have been taken into account and noted.

A focused exchange of ideas has unfolded around the strategy. Issues concerning common standards and formats for digitalization, inter-agency cooperation, the development of cybersecurity infrastructure, the interoperability of data systems, coordination of ongoing digitalization efforts, and several organizational matters have been discussed.

The Head of Government emphasized that digitalization is a revolutionary process and that work must be done in both substantive and technical areas. According to the Prime Minister, aside from technical standards, the digitization strategy must establish clear political goals and visible benchmarks so that the public can understand the objectives and outcomes. In this context, Nikol Pashinyan highlighted the importance of active public communication and broad awareness of digital transformation processes and tasked the responsible parties accordingly.

Prime Minister Pashinyan instructed to revise the draft of the strategy based on the discussion results and to progress further with the work.
