Official Website Does Not Publish Marutyan's Order for June 6.7 Million Dram Bonus: Davit Khajakyan
The leader of the Yerevan Council's "Lus" faction, Davit Khajakyan, has posted on his Facebook page stating that, as per Mayor Hayk Marutyan's order, a bonus of 6.7 million drams was granted in June, yet the order has not been published on the municipality's official website.
Davit Khajakyan's post reads as follows:
"The spokesperson for Yerevan Mayor Hayk Marutyan, Hakob Karapetyan, reported at the beginning of 2019 about the falsification of official data: ‘The discussion on bonuses allowed for the revelation of interesting facts related to certain methods of the previous municipality administration’s work. For instance, in 2017, 12 orders regarding approximately 287 million drams in bonuses were not published, which is a violation of the 'Law on Local Self-Governance in Yerevan'."
“It required merely a year for the new authorities to resort to tried and tested methods but shamelessly continue to claim about megatransparency. For instance, from the official orders published on the municipality's website for June, there's a missing entry: Order 538-A is followed by order 541-A. Two orders have not been made public. To an unknowing observer, this may seem like just a technical error, but those familiar with our old new officials may suspect something is amiss. Here’s what is amiss...
Order 539-A, which has not been published, conceals the 6.7 million dram bonus granted by the mayor, which you can see from the unofficial second image I acquired. Essentially, an attempt has been made to hide this document, which is already a month old. This is the face of the new authorities: to talk empty rhetoric on the air while acting as they please behind the scenes. One can only guess how many such orders have not been published during this time.
P.S. From my information, this is merely the quarterly bonus portion for those employees who wished to receive the bonuses month by month. Like the previous 2.3 million dram bonus granted to one individual, these numbers don’t depict astronomical figures and I have nothing to say about the fund or its allocation, only that this is a shameful, non-transparent modus operandi that, of course, cannot be overlooked by me.”
