Director of Kanaker-Zeitun Central Library Complex Charged with Embezzlement

The investigation into the case of embezzlement by the director of the "Kanaker-Zeitun Administrative District Central Library Complex" has been completed at the Yerevan Investigative Department of the Investigative Committee of the Republic of Armenia.

The Investigative Committee has reported that several circumstances of the embezzlement case were clarified through investigative actions conducted during the pre-trial proceedings.

Since assuming the position in April 2010, the director has been found to have committed multiple acts of embezzlement by exploiting his office. According to the investigation, during the period from 2018 to 2019, the director entered into an agreement with a person working as a guard to allow this individual to remain an employed staff member without showing up for work. He obtained the payroll card and its password, enabling him to receive the due salary and other payments.

Additionally, the director appointed another person as a librarian for the organization, but instead of fulfilling the contractual obligations, this individual carried out functions as an event organizer. From February 20 to September 2019, the director paid the salary due to this position while embezzling the corresponding payments. Consequently, a total of 1,692,310 AMD was calculated and paid in salaries, which was misappropriated by the director, causing significant property damage to the Yerevan City Hall.

Based on the collection of sufficient evidence, the director of the "Kanaker-Zeitun Administrative District Central Library Complex" has been charged under Articles 179 (embezzlement or waste) of the RA Criminal Code, specifically with Part 2, Points 1 and 3, and Part 1 of the same article. A preventive measure has been chosen for him, which is a written commitment not to leave.

The damage caused to the Yerevan City Hall by him has been fully recovered. The pre-trial investigation has been completed.
