If the Prosecutor Did Not See a Crime, Hranush Khachatryan's Report Would Not Have Been Sent to the Police

The advisor to the Prosecutor General of Armenia, Gagik Abrahamyan, wrote on his Facebook page:

“Ethnographer Hranush Khachatryan has made a post on her Facebook page regarding a phone conversation with the Human Rights Defender of Armenia, Arman Tatoyan, in which he informed her that ‘the Prosecutor General has signed the report submitted by us regarding the crime for investigative authorities, although he himself does not see a crime there.’ Based on this, she raised a question, asking, ‘If the Prosecutor General already knew that “there is no crime here” without being familiar with the materials (which, according to the investigator, still need to be gathered), why was it sent for “investigation”?’

I assume that having a ‘poor understanding’ of the phenomenon of ‘case investigation,’ as Ms. Khachatryan mentions in her post, is the reason for such unfounded conclusions. Because, regardless of who said what to Ms. Khachatryan, the fact is that after becoming acquainted with the public reports regarding threats made against both her and Harutyun Marutyan, the director of the Armenian Genocide Museum-Institute, these reports were sent to the Criminal Police of Armenia immediately under the instruction of the Prosecutor General, with the assignment to prepare materials in accordance with criminal procedural law and to resolve the course of the matter.

That is, it is clear that if the Prosecutor General of Armenia had not seen any data indicating the presence of the obvious signs of a crime, they would naturally not have been sent to the Police. Therefore, with all due respect to Ms. Khachatryan, it is unfortunate that before making a publication, she did not make an effort to improve her understanding of the criminal procedural processes, thus avoiding any logical baseless assumptions regarding the actions of the Prosecutor General and the ongoing investigation.”
