Criminal Case Initiated Following Study by the City Hall's Monitoring Department

The Monitoring Department of Yerevan City Hall conducted a review of the statutory activities of the "Stray Animal Neutralization Center" NGO from February 24 to March 13, 2020, focusing on its operations in 2019. As a result, numerous violations and evident abuses have come to light.

This was reported by Hakob Karapetyan, the spokesperson for the Mayor of Yerevan, on his Facebook page.

Specifically, the input, registration, and use of inventory, pharmaceuticals, and medical supplies were not conducted according to the established procedures. Regulations concerning the withdrawal, transportation, transfer, and use of narcotic substances were violated. The NGO received various types of donations (medications, animal feed, essential equipment, etc.) from individual private citizens and non-profit organizations, which were not properly documented or reflected in reports.

Furthermore, there were violations in the procurement process, particularly regarding the requirements for strategically and effectively organizing the acquisition of vehicles as prescribed.

Materials containing signs of apparent criminal offenses identified during the study have been forwarded to law enforcement agencies. As a result, a criminal case has been initiated under Article 179, Part 3, Subpart 1 of the Criminal Code of the Republic of Armenia (embezzlement in particularly large amounts).
