The Process of Distributing Food Packages Cannot Last Forever and If You Act on the Principle of 'Pulling Hair from a Dog': Gasparyan
Etchmiadzin Mayor Diana Gasparyan addressed the citizens via a Facebook post. She particularly noted that while they "storm" the city hall to receive food packages, security personnel and the police are caught in scuffles to prevent crowding.
The full text of the post is as follows:
“Dear fellow citizens, I want to inform you that while you are storming the Etchmiadzin City Hall to receive food packages, the city's security staff and the police are caught in scuffles to prevent crowding. The employees of the general department are individually reading all applications and calling the applicants. Employees from the information and external relations departments are recording and sorting your numerous emails. Housing committee and budget income inspectors are filtering the lists based on those who are most in need. Our kindergarten staff are coming to work under emergency conditions, weighing the goods individually, bending over thousands of times a day to arrange the packages. City hall workers are transporting the food packages to the distribution site. My deputies, advisors, assistants, and heads of various divisions of the staff are continuously monitoring to ensure that the assistance is as targeted as possible. After all this, many individuals, who consider themselves deprived, address us with complaints about not receiving help, while they are beneficiaries of other state programs or have already received assistance from other organizations. The list can go on.
I ask you to consider two points. The city hall is not obliged to distribute such assistance. The process that has started is an expression of our goodwill and a desire to stand by the most needy. This process cannot last forever, our capabilities are limited, and the program will eventually cease. If you act on the principle of 'pulling hair from a dog,' another family which truly needs that food could be deprived of their daily bread.
