Citizens Working on a Daily Wage Should Receive Support: Melkumyan Presents Three Packages from the Prosperous Armenia Party

Citizens of Armenia working on a daily wage definitely need to receive support. This was stated by MP and economist Mikael Melkumyan, a member of the Prosperous Armenia Party (PAP), on his Facebook page.

He presented three packages addressed to the Government of Armenia, aimed at providing specific assistance to all citizens working on a daily wage in the country. Melkumyan emphasized the importance of the PAP’s proposals in documenting the employment of their fellow citizens:

  1. Today, three support packages derived from the seven points of the PAP's anti-crisis program have been addressed to the Government of Armenia, which aim to provide concrete assistance to all daily wage workers in the Republic of Armenia. The important aspect is that the Prosperous Armenia Party explicitly presents mechanisms to document our fellow citizens' labor. Yes, the work performed can be recorded.
  2. Support should also be provided to taxi drivers, whose activities are recorded in the electronic system of taxi services.
  3. Support should be granted to small and medium-sized enterprises without 'blacklists', based on the order of fulfilling tax and loan obligations.

Below is a summary of the PAP's packages addressed to the government for the support of the population and SMEs:

Program for Supporting Day Laborers

  1. The purpose of this initiative is to assist individuals who have performed daily wage work in Armenia without written documentation due to the spread of the coronavirus.
  2. The term “written undocumented” is used in accordance with Decision No. 1214-N of the Government of Armenia dated September 28, 2017.
  3. The beneficiaries of this initiative are those individuals whose employment was not documented in writing as per the laws of the Republic of Armenia and who, between October 1, 2019, and March 13, 2020, continuously worked on a daily wage in various fields and are the sole breadwinners of their families.
  4. The fact that a person's employment was not formally documented in writing can be substantiated by various means submitted to the State Revenue Committee by the beneficiary, such as documentation of previous agreements with an employer, corroborating the capacity and experience for such work, or any other legal documentation demonstrating that their employment was not formally documented.
  5. Confirmation of the beneficiary's employment with the respective employer without proper documentation can also be validated should a written statement from the employer be provided.
  6. Verification can also be done according to methodology established by the aforementioned government decision.
  7. Support will be provided to beneficiaries in the form of a one-time monetary payment for a period of two months.
  8. The amount of support for a beneficiary will amount to 70,000 AMD.

Program to Support Small and Medium Enterprises Listed in 'Blacklists'

  1. The aim is to support SMEs with poor tax and credit histories, who meet certain conditions.
  2. The beneficiaries are residents of the Republic of Armenia whose tax and credit overdue obligations within the last 365 days do not exceed 90 days for tax and 180 days for credit.
  3. Support will be provided based on the compliance with tax and credit obligations, prioritized as follows:
    • Residents with overdue obligations of up to 30 days for tax and 60 days for credit.
    • Residents with overdue obligations of up to 60 days for tax and 120 days for credit.
    • Residents with overdue obligations of up to 90 days for tax and 180 days for credit.

Program to Support Individuals Conducting Passenger Taxi Services

  1. The goal is to assist individuals conducting passenger transport through taxis due to the spread of the coronavirus in Armenia.
  2. The beneficiaries are non-entrepreneurs who conducted passenger transport using only one taxi vehicle from January 1, 2020, until March 13, 2020.
  3. Proof of conducting taxi passenger transport can be confirmed through information provided by organizations offering intermediary taxi services via mobile applications.
  4. Support will be provided in the form of a one-time monetary payment.
  5. The support amount for each individual will be 70,000 AMD.
  6. This decision comes into force from the moment of its publication.
