Video: Operation "Y" - Vahagn Hovakimyan Reveals Hrayr Tovmasyan's 'Goal' During Parliamentary Discussions

During a parliamentary session, Vahagn Hovakimyan, a member of the 'My Step' faction, addressed the history of the recent situation before presenting the constitutional reforms bill. He recalled that when the process of constitutional reforms was initiated, Hrayr Tovmasyan, who was at that time serving as the Minister of Justice, was included in the commission dealing with this matter by virtue of his position.

The deputy emphasized that Tovmasyan is considered the main author of the draft. Hovakimyan revealed the purpose of Tovmasyan's 'Operation Y' and explained why it was named as such.

“Why ‘Y’? As stated in the famous film, so that no one would catch on. The goal was for Tovmasyan to become the chairman of the Constitutional Court, but there was a challenge: the existing chairman of the Constitutional Court, Gagik Harutyunyan, had a birthday that could not be moved; his term was set to end on March 23. The man was born, after all, you cannot arbitrarily change his birthday, right? They found a means to this end; they changed the birthday. Harutyunyan resigned 20 days before the end of his term. He didn’t resign from the position of a court member, but from the presidency. Had he resigned from his judgeship, it would not have solved the issue of Hrayr Tovmasyan becoming the chairman of the Constitutional Court,” he stated.
