Former Parliament Employee Charged
The Investigative Committee of the Republic of Armenia has launched a criminal case regarding the abuse of official position for personal gain or group interests, contrary to the interests of service, or failing to perform official duties. Charges have been brought against the former head of the Personnel Management Department of the National Assembly.
During the preliminary investigation, information was obtained indicating that the head of the Personnel Management Department of the National Assembly, who has held this position since February 2014, abused his powers as a public official and was endowed with organizational-administrative authority. Throughout his tenure, he committed violations.
Specifically, being aware that primary medical assistance and services for the employees of the National Assembly were assigned to one of the medical centers, and having the corresponding instruction, for personal gain and group interests, he ensured additional remuneration for individuals with whom he had close working relationships. Furthermore, although informed that the doctor of the Operations and Services Division of the Material and Technical Support Department of the National Assembly and the health maintenance specialist working in the same division had already commenced work at one of the medical centers, he took no action to either dismiss them from their positions or organize the process of their job compatibility.
As a result, the doctor and the health maintenance specialist continued to serve in their roles, continuing to receive salaries and other payments, which caused a substantial material damage of 1,036,409 AMD to the lawful interests of the National Assembly.
Based on sufficient evidence obtained, charges have been brought against the former head of the Personnel Management Department of the National Assembly under part 1 of Article 308 of the RA Criminal Code. A preventive measure of a signature not to leave has been chosen for him. The preliminary investigation is ongoing.
