If a person drives without a driver's license twice within a year, they will face criminal liability
The introduction of fines and a points system has come into effect with the implementation of 7 legislative acts, whereby every person possessing a driver's license will receive 9 points. This was stated today at a press conference by Arman Chilingaryan, the Deputy Chief of the Traffic Police, who elaborated on the violations for which these points will be deducted.
Initially, if a person exhausts their 9 points within one year, their driving license will be suspended for a period of six months. After half of this period, the individual will have the right to retake only the theoretical exam to restore their driving privileges. If they do not pass this exam, their driving rights will automatically be restored only after one year.
After returning their rights one year later, the driver will again be given nine points. If these points are exhausted within that year, the individual will lose their driving rights for one year, and this time, after six months, there will be no opportunity for an exam, and a full examination must be passed one year later to receive the license.
As noted by the Deputy Chief of the Traffic Police, there is also an opportunity to restore certain points if the remaining points are three or fewer. In this case, the individual may voluntarily retake the theoretical exam to add two points to their total.
Additionally, among nearly 100 types of violations in the traffic police sector, points have been stipulated for 25 of them. These are violations that are often associated with severe consequences, traffic accidents, or those that cause delays, congestion, and heavy traffic loading.
Chilingaryan indicated that certain changes have also been made to the amounts of penalties imposed. Specifically, 7 of the penalties have been reduced by more than 50 percent, 9 have been reduced by 50 percent, and another 9 have been reduced by slightly less than 50 percent.
For some violations, criminal liability has also been stipulated. In particular, in addition to driving with a suspended driver's license, driving with the license in a state of suspension has also been added. If an individual has exhausted their points and a decision has been made to suspend their driving rights, then driving afterward will result in criminal liability.
Criminal liability is also expected if a person without a driving license commits a similar act for the second time within a year: “If a person lacks a driving license but drives, they will face administrative liability for the first offense. If they commit the same offense again within a year, they will be subjected to criminal liability,” clarified the Deputy Chief of the Traffic Police.
