Is there a change in the messages of Lavrov's statements? A question to Pashinyan
Victor Yengibaryan, a member of the "My Step" faction in the National Assembly, addressed the Prime Minister of Armenia during the Q&A session with the government, quoting the statements made by Russian Foreign Minister Sergey Lavrov in Yerevan.
In response to the question of whether there is a change in messages, the Prime Minister said: "I would not speak of changing messages because this conversation with the co-chairing countries of the OSCE Minsk Group and the negotiation process regarding the Nagorno-Karabakh issue is a dynamic and evolving process. I can note the following: when political changes occurred in Armenia, there were perhaps natural concerns about how constructive the new government's position would be regarding the resolution of the Nagorno-Karabakh issue. From the very first day, we presented a number of questions that were either new, well-forgotten old ones, or contained new components. After that, it was probably natural—given that a new political team had come in, with which there was no previous experience of communication—that the natural concern was how much all this was being done to put the negotiation process into a deadlock and how much it could contribute to resolving the issue."
The Prime Minister noted that over the course of 1.5 years, the following has changed in this perception: partners have recorded that the new government not only does not intend to block the negotiation process but also that there are questions without which it is impossible to carry out an effective negotiation process. "In this regard, certain general understandings have formed not in terms of specific content parameters but in terms of prerequisites; in that respect, our ideas have been better understood because it has been noted that our positions are constructive, and now we can state that despite warnings, the negotiation process has not only not reached a deadlock but that work is being done to create conditions for a negotiating environment and atmosphere that can find solutions for all conflicting parties," he highlighted.
